| Description |
Responsible for directing and coordinating the procurement of supplies, materials, equipment, and services for the County; contract management of all contracts governed by the County’s Procurement Ordinance; and the Women and Minority Business Enterprise (W/MBE) procurement program. Work is performed in accordance with the Procurement Ordinance adopted by the Board of County Commissioners. This position reports to the Department Director who reports to the Assistant County Manager.
Direct the purchase of materials, supplies, and equipment for all of the different using departments and divisions of the County. Directs the preparation, administration, and monitoring of contracts in accordance with Purchasing Division bids and proposals. Assumes the responsibility for purchases involving large expenditures or purchases which are complex in nature. Administer the County’s Procurement Ordinance which includes the responsibility to award bids that are approved in the budget and have not been protested during the award period. Ensure compliance with the Procurement Ordinance and the Purchasing Policies and Procedures. Administer the County’s Purchasing Card Program. Ensure purchasing card cardholder compliance with the programs policies and procedures.
Supervise the training of division employees. Evaluate employee performance. Develop and control the division’s annual budget. Establish an effective organizational structure to accomplish division responsibilities and objectives. Develop appropriate plans and strategies to achieve division goals and objectives.
Perform related duties as required. |

| Requirements |
Graduate of an accredited four year college or university with a degree in Business Administration, Public Administration or a related field and have five (5) years of purchasing/buying experience.
Must have at least three (3) years supervisory or administrative experience. Must possess a valid driver license and be able to secure a valid Florida driver license at the time of employment.
SPECIAL REQUIREMENTS Florida Statute Chapter 112 requires that persons employed in this position are required to file a personal financial disclosure statement with the Supervisor of Elections annually.
SPECIAL PREFERENCE Possession of the following certifications: Certified Professional Public Buyer (CPPB), Certified Professional Public Officer (CPPO), or Certified Purchasing Manager (C.P.M).
Governmental experience is preferred. |
