Job Title:  Cultural and Leisure Services Director
Government:  City of Alliance
Location:  Alliance, Nebraska (Pop. 10,000)
Salary:  $46,357 to $52,149 DOQ

Description
GENERAL PURPOSE
Performs a variety of complex professional and administrative work in planning, developing, scheduling, and directing the City parks, cemetery, golf course, arboretum, museum, library, and swimming pool operations. In addition, this position will be the Community Brand Manager and as such will work closely with the Brand partnership to promote and promulgate the brand through a variety of activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
• Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
• Provides professional advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups and the general public.
• Plans, coordinates and directs a diversified year round, city wide parks program including the management of the municipal swimming pool, golf course, arboretum, library, museum and various fields, parks, cemetery and open spaces.
• Reviews program areas, implements changes or new programs to meet the needs of the community; develops, maintains and implements a current parks and recreation master plan.
• Develops and implements policies, procedures and standards for efficient and effective operation and maintenance of department operations. Assures compliance with established policies and procedures.
• Promotes interest in community through publicity, joint program brochures with various community groups, and public contacts.
• Writes grants, and assist in the preparation of request for proposals, bid documents and project specifications.
• Creates Memoranda of Understanding for cooperation non-profit community organizations and associations; creates public/private partnerships with community businesses.
• Communicates official plans, policies and procedures to staff and the general public.
• Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
• Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
• Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
• Maintains harmony among workers and resolves grievances.
• Attends department head meetings and City Council meetings when required.
• Maintains liaison and cooperation with other departments as well as state, local, and other public officials.
• Answers letters of inquiry and talks with visitors; addresses public and civic organizations which will inform the public of policies, procedures and the availability of facilities for public use.
• Builds grassroots support of the OpenAlliance Brand and its use.
• Develops and implements the strategic plan for the branding activities.
• Design materials for education of the public on the brand.
• Monitor the brand=s performance and achieve marketing objectives.

PERIPHERAL DUTIES
• Serves as a member of various city employee committees, as assigned.
• Assists staff in the performance of their duties as required.

Performs a variety of miscellaneous duties such as answering phone, running errands, picking up supplies needed for activities, making arrangements for rental and use of other facilities, setting up tables and chairs for classes, etc.

Requirements
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A) Graduation from a college or university with a bachelor's degree in parks and recreation, horticulture, forestry, recreation, or a related field including course work in organization and administration,
(B) Five years of progressively responsible experience involving the development and supervision of parks and recreation facilities.
(C) Any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:
(A) Comprehensive knowledge of all phases of community leisure services and administration; A thorough knowledge of cultural services, including museums, libraries, recreational opportunities and parks administration; working knowledge of the principles and practices in personnel and budget administration; Working knowledge of the principles and practices of office management, work organization and supervision.
(B) Comprehensive knowledge of the principles of marketing, specifically in the not-for-profit or governmental sector.
(C) Skill in operation of listed tools and equipment.
(D) Ability to plan, organize, coordinate and implement a comprehensive community park and recreation program; Ability to coordinate, analyze, and utilize a variety of reports and records; Ability to communicate complex ideas effectively, both orally and in writing; Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public.

SPECIAL REQUIREMENTS
Valid state driver's license or ability to obtain one within thirty (30) days of hire.
