Job Title:  DIRECTOR OF PUBLIC SAFETY
Government:  City of Mankato
Location:  Mankato, Minnesota (Pop. 35,493)
Salary:  $103,338/yr. depending on qualifications

Description
DEFINITION:
Under general administrative direction of the City Manager, the Director, as the department head for the Department of Public Safety, is responsible for direction, strategic planning, and administration of the City‘¦s public safety programs.

ESSENTIAL FUNCTIONS OF THE JOB:
• Directs and manages all functions of the Public Safety Department. Regularly monitors operations to ensure compliance with relevant performance measures and guidelines. Reports to the City Manager on public safety policies and programs and coordinates the activities of the various divisions of the Department.
• Establishes a strategic focus and applicable strategies within the framework of the City of Mankato vision and values. Formulates short- and long-range goals within the context of priorities established by the City Manager and City Council. Initiates polices and programs to implement goals, and establishes judicious and prudent budget priorities.
• Coordinates department work with that of other departments and agencies.
• Through division supervisors and managers, has responsibility for planning and supervision of the functional work areas within the Department of Public Safety as may be established by the City.
• Enhances the departmental outreach to diverse and underserved groups within the community. Actively supports and coordinates diversity initiatives.
• Evaluates policies and recommends new programs or major changes in public safety activities.
• Plans and manages at an expert level multiple projects and highly complex and technical initiatives.
• Formulates and directs the implementation of the departmental budget and ensures that funds are appropriately managed. Ensures that departmental spending stays within or under budget.
• Serves the citizens of Mankato by accepting responsibility for enforcing the laws and ordinances intended to maintain public peace and safety.
• Supervises, motivates, and disciplines staff. Leads, monitors, and continually evaluates overall performance of subordinates.
• Manages personnel in accordance with labor contracts and personnel rules, and ensures staff accountability.
• Establishes and promotes positive relationships with groups and organizations within the community.
• Recommends organization structure, staffing, and functioning to maximize most effective use of resources; and selects strategies for evaluating, mentoring, and reporting. Supervises upper level senior management to ensure effective operation of the department in compliance with policies and procedures. Maintains chain of command for proper accountability and communications.
• Actively participates in the decision-making process supporting City/Department goals and objectives.
• Demonstrates by personal example the integrity, ethics, and excellence in work performance that are expected from everyone in and attached to the organization.
• Administers all organization policies in a legal manner, fully documenting all incidents and actions taken as a member of the supervisory/management team and an agent of the organization.
• Performs physical demands and work environment requirements for this position.
• Attendance during regularly scheduled work hours and outside regular hours as necessary.
• Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.

Requirements
MINIMUM QUALIFICATIONS:
• Bachelor's degree from an accredited college or university with course work in criminal justice, fire science, business administration, public administration, law enforcement, or related discipline.
• Five (5) years of progressively increasing administrative responsibility for a recognized fire, police, or public safety department.
• Eligible for licensure as a Peace Officer in the State of Minnesota (exception may be made by City Manager for highly qualified fire professional) and completion of Fire Fighter I training. Licensure as a Full-Time Peace Officer and completion of Fire Fighter I training must be completed within twelve (12) months of appointment.

ALTERNATIVE QUALIFICATIONS:
• Ten (10) years of administrative public safety experience, at least three of which are at the department head level serving a population of at least 20,000 and an Associate of Arts degree from an accredited college or university with course work in criminal justice, fire science, business administration, public administration, law enforcement, or related discipline.

PREFERRED QUALIFICATIONS:
• Master's degree in business, public administration, or related field.
• Three (3) years senior command staff experience with a public safety agency.

CONDITIONS OF EMPLOYMENT:
• Must possess a valid license to drive in the state of Minnesota, or be able to obtain one within sixty (60) days of employment.
• Must satisfactorily complete a background investigation, physical examination, and drug and alcohol testing.
• Must satisfactorily complete psychological evaluation from a licensed psychologist.
• Must have the ability to perform critical functions of a Police Supervisor and Fire Ground Commander in the field.
• A 15-minute response time to a public safety facility is required.
• Must comply with organizational and departmental policies.
