CMSA is recruiting for an individual who will serve as the Environmental Compliance Supervisor. The incumbent will plan, design, implement and modify the Agency’s source control program for industrial and commercial waste dischargers to ensure compliance with Federal, State and local regulations; supervise the day-to-day work of environmental compliance staff and assist the Environmental Services Manager with environmental compliance and regulatory requirements; prepare a variety of reports for submission to regulatory agencies; perform on-site inspections and monitoring; serve as the Environmental Services Manager in his/her absence; and perform related work as required.
The ideal candidate will have experience and skills in: • Planning, designing, implementing, and modifying source control programs for industrial and commercial waste dischargers to ensure compliance with Federal, State and local regulations. • Developing processes and procedures for specific implementation of environmental compliance plans and programs, including the pretreatment program, enforcement response plan, the pollution prevention and minimization program, the monitoring program for industrial waste dischargers, the Fats, Oils, and Grease (FOG) reduction program, and the dental amalgam program. • Developing and implementing reporting procedures for regulatory agencies and ensuring timely submission of required reports. • Conducting a variety of technical studies, evaluating results and alternatives, making recommendations, and preparing written reports based on the data. • Planning, assigning, directing, reviewing, and evaluating the work of environmental services staff, including training staff in environmental compliance work procedures. • Meeting and corresponding with industrial and commercial waste disposers to explain Federal, State, and local regulations and policies, including resolving problems and establishing cooperative working relationships between business owners and environmental compliance staff, as well as participating in public education and outreach programs and representing the Agency in contacts with representatives of industrial and commercial waste dischargers, regulatory agencies, JPA member agencies, and others. • Developing, writing, and reviewing standard operating procedures and recommending corrective actions as appropriate. • Providing supervision of sampling programs for monitoring industrial and commercial dischargers. • Maintaining accurate records of on-site and laboratory test results. • Entering data into, and retrieving data from, the environmental compliance database and information management systems. • Monitoring legislative and technological changes that may impact Agency operations, and recommending policy and procedural improvements. • Preparing a variety of mandated reports for NPDES permit requirements; preparing periodic and special reports for other regulatory agencies and internal process control use as required. • Ensuring work is performed in a safe manner consistent with Agency safety rules, policies and procedures, including recognizing, correcting, and reporting safety hazards. |

| Requirements |
EDUCATION AND/OR EXPERIENCE: Four (4) year college degree or equivalent from an accredited college or university with major coursework in chemistry, biology, bacteriology, environmental studies or a related science, and a minimum of five (5) years of environmental compliance experience inspecting industrial and commercial waste discharge facilities for wastewater control purposes. Experience in a supervisory, lead, or senior position in environmental compliance is desirable.
CERTIFICATIONS AND LICENSES: Possession of a Grade III certificate as an Environmental Compliance Inspector (Grade IV certificate desirable) issued by the California Water Environmental Association (CWEA). Must obtain Environmental Compliance Inspector certificate at the requested level within 18 months of employment, if certificate requirements are not met at time of hire. Must possess a valid California class C driver’s license, have a satisfactory driving record and continue to meet CSRMA driving standards. |

Selection Procedures: After the final filing date of November 23, 2009, application packets will be reviewed. Candidates with qualifications best meeting the needs of CMSA will be invited to participate in an interview process. CMSA will make the final decision regarding a candidate’s eligibility. All applicants will be notified by mail regarding further participation in the selection process. Travel costs are at the applicant’s expense. The candidate considered for appointment will receive a contingent offer of employment and be required to undergo pre-employment medical examination including drug and alcohol screening and a thorough background investigation. Upon passing the drug and alcohol screening and background investigation, the candidate will receive a written offer of employment from the Agency.
In accordance with The Immigration and Control Act of 1986, CMSA hires only those individuals who are lawfully authorized to work in the United States. No new hire or rehire may begin work until documentation has been provided to establish employment eligibility and identification. All new and rehired employees must complete the Employment Eligibility Verification Form I-9 within three days of their first day of work.
